Description :

The overall objective of the project of which this contract is a part is as follows:

to contribute to the development of the agricultural sector in the country.

The purpose of this project, is to provide technical assistance to Ministry of Agriculture, Forestry and Water Economy (MAFWE) and Agency for financial support of agriculture and rural development (AFSA) in order to strengthen the national and regional capabilities that are required to tackle the priorities for EU alignment and market-orientated reforms and development in the sector, focusing on adoption and implementation of the acquis vis-à-vis the CAP Common Agricultural Policy , related to Common Market Organisation (CMO) , and especially the implementation of the adopted legislation, in terms of establishing necessary systems and strengthening all relevant institutions for the purposes of proper creation, enforcement, control, monitoring and impact assessment of the CMO policies.

The expected results are:

• National legislation approximated to the EU Acquis in the area of CMO's;
• Agriculture and associated Departments within MAFWE reorganised;
• Sector economic analysis completed and serving as a basis for policy development
• A competent administrative structure to deal with the tasks emerging from EU integration in the sector established; and
• Instrument for Pre-Accession Assistance for Rural Development ( IPARD) Agency capable to manage/control agricultural funds dedicated to direct payments to Rural Development measures, and producer groups and producer organizations in the context of market measures and direct payments.

The Team Leader, an expert in CMO, will be responsible for the overall implementation, management and representation of the project. She/he will:

• Be responsible for human resource management and support of both experts and support staff;
• Be responsible for all technical aspects of the project, including reporting and financial management; and
• Be responsible for the local co-ordination of project activities in the different components, and communication and delivery of reports to the Contracting Authority and local partners, in particular the direct beneficiary.

Start/ Duration :

Minimum 220 working days within the period of execution of the contract, wich will be 1 5 months. The intended commencement date is June 2010

Qualifications/Experience:

• Education of minimum Bachelor degree in Agriculture, Economics, or equivalent (Master would be an asset);
• Minimum 10 years of professional experience in the field of legislation and institutional set up related to Agriculture and Rural Development, Common Market Organizations;
• Minimum 2 years experience as team leader/project manager in international projects in the area of CMO, agriculture, and rural development;
• Minimum 2 years working experience in alignment to and/or adoption of the EU Acquis in the context of pre-accession.
