The objective of the Framework Contract is to provide the European Commission with short-term technical assistance in the field of development policy and external assistance programmes which can be mobilised at very short notice (normally within 3 weeks).
The assignments carried out under this lot may cover any geographic area falling under the responsibility of the EuropeAid external Co-operation.
The overall objective of this lot is to improve the design and the impact of European Union development policy and external assistance (with the exception of the sectors trade, businesses and regional economic integration) with a view to contributing to the achievement of the Millennium Development Goals (MDGs) and other international development objectives. The assistance will strengthen the Commission's ability to draw on lessons learnt of past and ongoing interventions and on best practices to improve the evidence-base of future policies, strategies, programming and project identification. It will also endow the Commission with the necessary supporting means in the preparation, definition and monitoring of the coordination actions within the EU development policy.
The specific objective is the provision of policy advice and assistance to the European Commission services relating to:
Analysis and identification of needs, in the assessment of the impact of external aid and/or in defining strategic priorities regarding countries, regions and/or sectors such as critical analysis of policies implemented by beneficiary countries, analysis of the political, social and environmental situation, etc. The aim of said assistance is to identify best practices and strategies to be taken into account during planning;
Analysis of the EU development policy both at thematic and global level to design appropriate strategies enhancing the impact of EC development aid on poverty;
Forward looking studies to improve the identification of innovative strategies and future scenarios in the field of development policy;
Studies on the impact, effectiveness and sustainability of EU coordination actions;
Presentation of studies, assessment and their dissemination.
