Description
:
|
The impact of the Project will be increased agricultural growth, through development of more efficient livestock and horticulture agribusinesses. This outcome will be achieved with the following outputs: improved agricultural marketing infrastructure with investment in slaughterhouses, small-scale horticulture market facilities, laboratories to certify products, and improved standards for horticultural products and product-management systems.

Qualifications/Experience:
|
The Environmental Specialist will
-
report to the Team Leader all Project related concerns and issues
-
review the IEE for the Project during the inception phase of the project and provide additional information on (i) the responsibilities for reporting, (ii) the work plan, (iii) the procurement plan, (iv) detailed cost estimates, and (v) mechanisms for taking corrective action.
-
assisted by the national Environmental Specialist (NES), carry out a review of the Project Environmental Mitigation and Monitoring Plan in light of actual choice of beneficiary agro-processing activities and their respective mitigation and monitoring requirements.
-
assisted by the NES carry out a review of environmental criteria for Project assistance to agro-processors, including development of specific Environmental Criteria Checklists for auditing of existing processing activities and formal Environmental Conditions for planned market infrastructure investments.
-
developing Environmental Mitigation (EM) Guidelines, to be included in tender documents and design and works contracts during design, construction, enlargement or rehabilitation of agro-processing facilities financed by Project.
-
in conjunction with others modify process design steps to use less resources, substitute less toxic chemical inputs and/or otherwise introduce any other necessary changes to reduce liquid waste emissions to acceptable levels.

assisted by the DES, develop viable wastewater treatment options for specific beneficiary groups of agro-processors.
-
support the NES in providing oversight of the work program of the market infrastructure (in particular the slaughter houses) in design, construction, commissioning and initial supervision of operation of pilot wastewater treatment plants.
-
with the assistance of the facility management and the NES, develop environmental mitigation plans (EMP) for operation of selected market infrastructure facilities.
-
with assistance from NES undertake and design processes or modify wastewater treatment processes to reduce emissions to acceptable levels, repeat quality tests and modify EMP accordingly.

maintain records of EMP (including modifications), monitoring activities, Compliance Certificates and ensure that copies are held by PMU and Processing Facility Managers.

determine most appropriate
regulatory institutions to undertake testing and monitoring of water and wastewater quality testing.
-
organize
high quality local wastewater processing and agro-processing facilities to support adoption of best practices.
-
develop, and deliver training of trainers course in water and wastewater sampling and testing/ monitoring procedures.
Required Qualifications and Experience
-
Bachelor's Degree in Environmental or Civil Engineering, Masters Degree preferred
-
Ten years experience in developing environmental mitigation and monitoring plans and waste and waste and wastewater treatment options
-
Five years experience in a senior position assisting governments in implementing viable environmental mitigation measures for business development in developing countries
-
Previous work experience in Afghanistan preferred
