Description
:

The impact of the Project will be increased agricultural growth, through development of more efficient livestock and horticulture agribusinesses. This outcome will be achieved with the following outputs: improved agricultural marketing infrastructure with investment in slaughterhouses, small-scale horticulture market facilities, laboratories to certify products, and improved standards for horticultural products and product-management systems.

Qualifications/Experience:
|
The WTO Accession Specialist will:
-
Assist WTO working group in drafting domestic food safety laws that will be consistent with WTO obligations and WTO accession documents for Agriculture (ACC4) and SPS (ACC8).
-
Provide strategic training to relevant staff in internationally accepted concepts that will help Afghanistan develop WTO consistent food safety regulations and adequate border inspection procedures.

Assist and provide advice to MAIL on policy issues (ie. SPS) that create an enabling environment to support expansion of agribusiness enterprises and associations involved in the targeted commodities.

Assist Ministry of Commerce and Industry in integrating agriculture sector's needs and special considerations on sensitive products into the WTO accession process.

Provide focused training to the national Food Safety/Trade Policy Specialist in relevant policy formulation, analysis, and advocacy.

Facilitate close working relations between MAIL and other ministries that are in charge of trade issues.
Required Qualifications and Experience
-
Master's Degree in Agricultural Policy, Agricultural Economics, or Agricultural Law
-
At least ten years experience in a senior-level position in formulating, analyzing, and advocating for agricultural policy reforms in developing countries
-
At least two years experience in working on WTO accession procedures
-
Previous work experience in Afghanistan preferred
