Agribusiness Specialist/Team Leader - (international, 16 person-months)

Description :

The impact of the Project will be increased agricultural growth, through development of more efficient livestock and horticulture agribusinesses. This outcome will be achieved with the following outputs: improved agricultural marketing infrastructure with investment in slaughterhouses, small-scale horticulture market facilities, laboratories to certify products, and improved standards for horticultural products and product-management systems.

Start/ Duration :

The Project will be implemented over the period to December 2013, which is the Project completion date

Qualifications/Experience:

The Agribusiness Specialist/Team Leader will:
  • report to the Project Director all Project related concerns and issues.
  • develop with the Project Director and staff, the project inception plan.
  • work closely with the Project Director in organizing the technical and financial components of the Project
  • develop with the Project Director the TOR for the PMO technical staff, participate in interview process and staff recruitment.
  • prepare annual implementation work plans with PMO input, and provide oversight in implementing these plans.
  • supervise and coordinate the work of the consultant team, and oversight on the small scale market infrastructure investments that will be implemented under a separate contract.
  • provide technical support on agribusiness areas (marketing/ value chain) to team and PMO.
  • Review the International Monitoring and Evaluation Specialist's and the Domestic M&E Specialist's proposed baseline study, mid-term evaluation, and final evaluation survey methodologies; review the outcome of these surveys and the overall evaluation reports
  • Prepare framework for the project reporting with input from PMO , and provide input into the quarterly reports of the Project
  • Coordinate input from consultant team into the annual, mid-term, and final reports
Required Qualifications and Experience
  • Post graduate qualifications (Masters or PhD) in Agribusiness
  • At least ten years professional experience working at a senior level in agribusiness, and preferably with some private sector experience
  • At least five year's experience in managing project implementation and consultant teams
  • At least five years experience in developing countries, and experience in managing agribusiness projects in such environments
  • Experience in Afghanistan preferred
